Of course it's going to affect MPGS. The only reason to put this into motion is because the cars could not pass a emissions test. Only way to keep mileage up is to defeat the emissions equipment on the vehicles. Now they will have to change the way the cars performance to meets those emission tests.
Many of the vehicles in question already have a urea system. None of the Jettas do that I'm aware of, but many of the passats already have that system.
There will have to be some serious performance changes if a Passat with a Urea system can't meet an emissions test. Lucky for us our area doesn't do emissions.
