the "external investigation" VW has ordered is to higher an external company to do the investigation into what happened at VW, as opposed to an "internal investigation" using VW staff.
It will be interesting to see what the EPA does in it's investigation.
From some other info it seems like there are some "hints" that some of the SW for the emisions control may have been done by outside companies for several mfg. It will be interesting to see if that is the case, and if so who really is responsible.
