No. Different tests. Emissions are tested in a dyno. The "cheat device" was really an algorithm to detect if it was on a dyno, and also if the certain expected inputs were followed, indicating test dyno (which would be different than say a magazine testing for hp numbers). Fuel economy testing is done on a standardized road course, if the EPA even did a validation test. By far, most vehicles don't get validated. EPA simply accepts the MFGs results. But even on the EPA road course, it wold not detect dyno testing and would operate as consumers would see.
