Can't help you with the USA or Silverados, but a couple of weeks ago I built a GMC Sierra 2500HD Diesel and got close to Can$11K off. This high a rebate probably only happens with the more expensive trucks, like the HD diesels.
I suspect if you looked at the details of the "Credits", it includes the Duramax package discount ($1500 in US), because my build only has a $2000 cash offer.
