Well I travel a lot for work and will say it is a issue throughout North America!
Yes, my work also takes me to our neighbor to the north! The further east and south you go the crazier it got until recently. Now it seems that it is about the same every where. It is not so much pure speed, but impatiences the need to be that one more car ahead, or pass one more car before cutting through the right lane to take an exit at the last minute.
Pushing red lights, this is unbelievable, when you are at an intersection with light delays, to see your light go green and from the side another car still entering the intersection on a 2 second old red light.
