After twisting and lifting I broke it free and then the awning rolled down with out any problem.
Since you did some lifting of it, I'd also check the screws where the bottom of the arms mounts to the side of your RV.
I had the same problem it wouldn't budge and I had to give the whole arm a lift up and then it would come down. I thought it just didn't roll up right or lock right from before.
Mobile repair pointed out to me that the screws were loose where it mounts to the side of the RV so when you roll it up and down the slack from the loose screws prevents it from locking/unlocking properly. You don't see it cause all it takes is them being a little loose. AND over time they get worse and pull out.
