Water heater anode question

My drain plug has a sacrifical anode attached that appears to be aluminum. Aprox. 8.5 inches long and 5/8 diameter. The manual says to replace this unit when it is around 25% of its original size. My unit after one year of service is pitted along the entire length of the rod but,at the plug end,it is about 1/2 the diameter for about 3/4 of an inch from the plug. Is there a different metal inside this rod to keep it from wasting away at the plug and the rest just falling off into the water heater? I thank you in advance for your help.
