Check valves are in nipple that is screwed into tank.
What you have is a missing valve handle. Compare it to the other 2 valve bodies...same design.
Use a pair of pliers or a small crescent wrench on that flat portion and turn it 1/4 turn to close valve (flat portion would be across line in closed position--------right now flat portion is parallel with line and valve is open)
