Water heater help needed

Hello We can't seem to figure out what position the 3 valves should be to get hot water to the sinks. There us a top a middle and then one is very low coming from a black box. There is water in the tank as we went outside and lifted the pressure valve and water shot out. The exposed part of tank feels hot. We have tried a few positions. Opening kitchen hot handle. Water comes out, some positions it spurts and is slow. But no matter how long we leave it running it doesn't get hit wate coming out. We must not have them in the wrong position. Which ones should be in vertical and which horizontal? I could send pics of the valve set up through email xramona2u2x@gmail.com as I can't seem to post them here as they are on my phone Thanks much.
  • When the valve handle is perpendicular to the pipe, it is closed.

    When the valve handle is parallel to the pipe it is open.

    Only the valve in the bypass pipe should be closed.
  • The pipe going into the bottom of the tank is the cold, (incoming line) and should be open
    The one coming out of the top of the tank is the hot (outgoing line) and should be open

    The one in the middle that is between the two other pipes is the bypass and should be closed

  • The top and bottom ones should have the handle in line with its pipe (open) and the handle in the middle should be aligned across its pipe (closed). Ah, now the images appear so my comments are redundant.
