Did you look at it in the dark? Hard to see the full glow during daylight.
Ours, in the dark glows full even on low. it will be brightest about an inch from the perimeter.

read the manual above
PS- always always always keep the heater covered when not in use. Ours is used really only at Quartzsite once a year, so it got the factory Olympian cover that does a pretty good job of sealing out any airborne contaminates (dust) from the pad
Have always kept ours covered and it is a requirement!
Good information!
We have 3 Co detectors...2 with CO level readings... Never seen any reading from our Wave...
But making coffee in the Am with a vent open I have seen a negligible reading... All is great using a wave!
Love leaving the camper door open and the inside of the camper can still remain warm unlike forced air furnace heating... It is like having a little fire place in the camper!
Take a shower, come out and dry off in front of the Wave is marvelous!
Our Wave is mounted in a very accessible location..

My thread on the installation:
My Wave 3 installation. The section of the manual says:
Glowing on Heating Element
The red glowing on the face of the heater (particularly noticeable in the dark) will resemble charcoal glowing when hot. This is a normal phenomenon of catalization. A properly operating heater will slightly “glow” on about 40% of the bottom area
of the heating element. At times, a high glow “spot” may be seen on the heating element. This is normal. The glowing phenomenon diminishes over a period of years usage.Jim
