Yes, loading the bed would place the load a bit more centered over the rear axel. It would use up a lot of the weight difference between the front and rear axles.
How much would be added or subtracted to each axle is not known.
Putting the TT on the back obviously sets the load to the rear, so a WD hitch is used to shift the load forward. The hitch people say the TT and TV should sit level, Ford claims level and about a half inch lower at the wheel wells. Many users prefer a little nose down.
I have tried a link or so change from level but did not find much difference.
Towing "feel" is a personal thing.
