As others said, that's normal. I had the Husky setup as well, but recently upgraded my trailer and exceeded it's capabilities. I have jacked my trailer all the way up as far as the jack will go.
As far as the tool is concerned, I've never had an issue using it, and having it "lodged firmly on the ground" when trying to use it to remove the bars. Im not sure I can adequately describe the process in writing, but look at your hitch documentation, it will show you how to use it to remove the bars. The documentation actually has a two step process for using the tool to remove the bars. First step puts the bars on the two "tabs" that are at the edge of the L bracket on the trailer. Then you use the tool in a different position to push it off those tabs.
Most of the time, I have been able to raise the tongue high enough to where I can just use my hands and remove bars without the tool. Depends on the setup, Im sure, and mine just happened to work out that way.
