It depends on the tire. I've had hundreds of different tires that needed quite a bit of weight to balance. It really depends on the manufacturer, intended purpose, size and tire construction. There's no rule of thumb for what's "too much". Just depends on the situation. A properly balanced tire is just that, properly balanced using whatever weight necessary.
If it's a high end tire, I'd guess a flawed tire or bad balance job. I'd start with the bad balance and go from there.
