Yes. Why wouldn't you? If you tell them the shorter length they could stick you in a spot that isn't long enough to open the rear bed.
Normally I don't... just like I don't add the space needed for an awning when asked the length of my travel trailer. My insurance and registration simply lists the bumper-to-hitch length, so that's what I normally go by.
Now, if your asking me how much space will I need for my 18' HTT, that's an entirely different question.
Years back when we had a 17ft HTT I never told CGs the open length, just the bumper to hitch length. I figured everything has to be at least long enough for that little trailer. We got burned on a trip out west where I literally has than 1 inch clearance between the back bed and a tree. Too close for me. I'm not going to get burned again.
We just made a reservation for a CG near the Elroy-Sparta bike trail in WI. My wife told them we had a 21 ft trailer. It's 24 opened. She called back and the owner thanked her. He gets too many complaints from people not knowing the full length of their trailer and being put in too short a site.
I don't ask about width either but I've had issues with that too, especially now that we have a slide out. Rarely but it happens.
