I suspect Outdoors RV de-rates the GVWR and CCC because they state it can be used off-road. The axles on that unit are 2 x 5200 lbs - 1400 lbs above the GVWR. Most axles are less than the GVWR. You don't normally see axle ratings on a manufacturer's brochure. The frame is heavy duty off-road and is built by Nash, who gets their version certified by an independent firm to their off-road specs. I am guessing that they want the frame to stand up to heavy use and abuse with all holding tanks full + all cargo when used off-road. These frames are probably one of the best out there, if not the best. I haven't noticed the weights before and it's interesting what they do. I would call Outdoors RV and talk to someone who knows the frames.
