Well I can say for sure that when that semi went whizzing past me and blew a tire I heard it before I started seeing pieces flying out. I was braking before he signaled to cut over and onto the shoulder. I was just discussing my dislike of driving next to big trucks because so many have retreads and tire parts litter all the freeways. I wondered what would happen to other vehicles next to, behind when the tires blew. Now I know and I am glad that I drive well under the speed limit so they do move past me quickly.
OTOH, if the sound is behind not sure what a person would hear.
When my little 8" boat trailer tire blew I sure knew it. Made a heck of a racket.
When I was a kid dad always insisted on new tires, while some of the neighborhood dads bought retreads. Isn't it funny how auto retreads are now banned but truck tires aren't. After I was hit by an exploding truck tire I wrote my Congressman and his answer was that the trucking industry couldn't afford the expense of new tires and some of his constituents (aka, voters.....LOL) were truckers.
