When I was a kid dad always insisted on new tires, while some of the neighborhood dads bought retreads. Isn't it funny how auto retreads are now banned but truck tires aren't. After I was hit by an exploding truck tire I wrote my Congressman and his answer was that the trucking industry couldn't afford the expense of new tires and some of his constituents (aka, voters.....LOL) were truckers.
I don't know where you are getting your information but it is completely wrong.
#1 I can buy brand new recaps for any vehicle I want including cars.

#2 The majority of the tire shreds one see's on the highway are NEW TIRES not recaps.
#3 Approximately 80% of the aircraft tires in service in the US are RECAPS! (Good God, we are all going to die!!!) They are even used on Air Force One!!
#4 When a tire is recapped it uses much the same process as a new tire. The casing does not know the difference.
#5 We used capped tires on our race car for years and years. Never had a failure even slamming them into a turn at 70 MPH with 9 PSI in them. :E (yes they were that good)Here is the company we used for racing recaps.

Like Dog found out; and with the amount of RV'ers I see cruising down the highway on 3 tires and a bare rim, most don't even know they have a flat tire or a bare rim until flashing headlights gets their attention.
