What is the black latch on my trailer hitch?
It seems to be some kind of latch or lock for the ball. Do I hold it up when I connect, or hold it down, or ???

Put on a rubber glove, put a couple of fingers in the hitch ball receiver and see what it does as you gently raise and then lower it.
