Your assumption is correct but what you are missing is that dry weight is a nearly fictional number and is always more than stated. GVWR on a TT is the absolute most the trailer can ever weigh at any given time as established by the maker. BTW, you would be surprised how much weight you can add to a TT when you start adding gear, water, etc.
