What is the weak link for Chevy max tow ratings?

I still wish the J2807 tested braking performance going down the same hill they use to test uphill performance. Maybe something like they cannot exceed the speed limit and a certain brake temp all the way down the hill. I wonder if the ratings would still remain the same.

To me, that is a more important test than many of the other things they test for.
