It's not the Card/Bank it's the station you are buying from. When we travel we notify our card companies and I asked the person at City Bank (Shell & Sunoco) if they could up the limit for per use from $25 to $70. She told me that each station sets the max limit not them. The Shell I buy from confirmed this to me also.
It is to limit there loses (the station) from fraud and drive offs. So now I buy the bulk of my fuel from Costco as they let me fill it up all at once.
