You are correct: It IS all of the things you mentioned and a few others also. GVWR is (by law) governed by the WEAKEST link amongst all of those things. Take a trailer with a 10,000 lb. GVWR and put one lighter capacity part and the GVWR must be set to the strength of that part. That's why it's dangerous when folks ASSUME they have found the weakest part (Most frequently used one is tires) so they upgrade tires and NOW believe they have a higher GVWR. They don't but the trailer may be stronger (or may not be).
That is a totally false statement. Two items are REQUIRED BY LAW and information about them are REQUIRED BY LAW to be attached to any new trailer sold. They are attached via a DOT REQUIRED SAFETY PLATE. These items are GVWR and GAWR (axle ratings)
