Only the trailer mfg may take the liability issues and will recertfiy a trailers GVWR. But its not likely they will. Nor is it likely a lecensed vehicle modifier or alterer will take that responsibility either.
I've approached my equipment trailer mfg's for a higher GVWR after upgrading to 7k or 8k axles. No dice.
A trailers GVWR does have a legal status mostly on the commerce side for declaring a gross combined weight the combo will be operated at. The trucks registered GVW plus the trailers GVWR = gross combined weight.
This is true for the USA. BC is no different other than they use the sum of the trucks axle/tires as its GVWR or the owner may choose to use the mfg GVWR per BC div. 7 weight codes.
