What makes up a GVWR rating?
I am wondering what it is in the design of a trailer's frame and suspension or otherwise that gives it a particular GVWR rating. Is it the axles primarily? We have a trailer with a GVWR of 6800 lb...

According to your post, and since the OP's trailer GVWR is less than 5,500kg (12,125 pounds) it is exempt from the regulation you posted. I was correct that the GVWR has no legal status at least in this instance.You and I interpret Subsection (3) differently.
Subsection (3) says a vehicle is exempt if,
1. it was manufactured before 1/1/2001
AND
2. it weighs less than 5500 kg.
I believe the "and" in Subsection (3) means that both conditions 1. and 2. must be met for a vehicle to be exempt.
Clearly, the OP's TT does not meet condition 1. Therefore, in my interpretation, it is not exempt and is subject to Subsection (1).
