I was making the point that at least in the USA it is not a crime to exceed the GVWR on a personal/pleasure vehicle. The manufacturer's rating is between the owner and manufacturer, not the state. It is a crime to break the (state) law which is typically 80,000 pounds per vehicle and 20,000 pounds per axle. It appears that Canada does endorse the manufacturer's rating to a point.
Ron isn't quoting BC div 7 size and weight codes. The codes he is posting is Division 19 — Miscellaneous that says a lot of conflicting info. Now go to 19.02 and it tells the operator that:
"Sizes and dimensions as quoted in Division 7 of B.C. Reg. 30/78, made under the Commercial Transport Act, as amended from time to time, are hereby adopted as subsection (1) and made a regulation under this Act.
Division 7 size and weight regs say a lot of things among them ;

Maximum gross weight for tires
7.15 A person must not, without an overload permit, drive or operate on a highway a vehicle loaded or configured so that the gross weight on a tire exceeds either
(a) the manufacturer's rated capacity for the tire, or
(b) the tire load specified for that vehicle or vehicle combination in Appendix B, C, D, E, F, G, H or I.
Maximum gross weight for axles
7.16 (1) A person must not, without an overload permit, drive or operate on a highway a vehicle loaded or configured so that
(a) the gross weight on an axle exceeds the manufacturer's rated capacity for that axle or for the brake or suspension system with which the axle is equipped, ..
Now even the Miscellaneous div 19.05 says; (snipped)
(3) The gross weight of any tandem axles and the gross weight of any group of axles shall be the sum of the gross axle weights of all the axles comprising the tandem axles or the group of axles, as the case may be.
(4) The gross weight of any vehicle or combination of vehicles shall be the sum of the individual gross axle weights of all the axles of the vehicle or combination of vehicles.

Keep in mind according to BC posters they have to register their trucks at a GVWR which may be the sum of the vehicles axle/tire ratings or the vehicles mfg GVWR.
