I just found this BC Government info. dated 2003:

It says that any vehicle manufactured after Jan. 1, 2001 that has a GVWR of 5,500 kg or less cannot exceed the GVWR. If stopped by an officer of the law, you can get a ticket or a "Notice and Order" to bring your vehicle into compliance.
I also has a good explanation of determining your actual payload capacity. Interestingly, it also says "you can have a B.C. certified engineer assess each component and assign the vehicle a GVWR"
