What makes up a GVWR rating?
I am wondering what it is in the design of a trailer's frame and suspension or otherwise that gives it a particular GVWR rating. Is it the axles primarily? We have a trailer with a GVWR of 6800 lb...

Maybe you could help by giving the ordinance they are citing people under. Is it really over GVWR or is it an unsafe load/vehicle? Not the same thing.
Could they deny a claim if you were drunk, ran a red light, speeding, ran a stop sign? The answer is no, they cannot deny the claim.
