So far as places to stay.... they should be able to find spots in public campgrounds that don't have restrictions. I've seen schoolies in NFS campgrounds. And there is always WM parking.
First thing they will need is tires. That may take all their budget. If they are mechanically inclined, they may be able to deal with repairs, etc.
IMHO they would be better off buying something like a Ford Transit high-top. More money up front, but a lot of it would come back if they buy it right.
