Our coldest was 17 in Nashville. I bought a 25' electric pipe warmer from Wally World for about $10 and a pack of pipe insulation for about $5. I lay the pipe warmer in the insulation and then the water supply on top of it. Duct tape it every 18" or so and wrap the spigot with the remainder. The tape don't get hot, it only gets to about 45 degrees, and has a thermostat, but it keeps it all from freezing for about $15.
