I operate a small year round RV park with permanent residents in South Carolina. Many nights below freezing 30 - 50 per year. A few nights down to 15 F. Lowest I remember is 5 F. Some of my tenants turn off and drain their fresh water hoses... But several use either homemade heated hoses or purchase heated hoses. My water taps are underground in valve boxes with a 2" hole in the lid.
Those with heated hoses connect to water and power, insulate the hose and (get this... We put a bag of leaves on top of the valve box for insulation).
Grey water tanks remain open and we insure the drain lines are sloped to the sewer connection - no low spots.
Black water tanks are the only issue... Those with valves outside the belly insulate and heat tape to prevent freezing - for those few cold nights they drain the tank before and leave it open.
A few even have 100 gallon propane tanks and a contract with the local propane supplier to refill them on a schedule.
I have scolded a few for leaving their water running at night... I now forbid that practice in the park rules! Why would you think it is acceptable to waste that much water... And stress the septic system to boot! If I think it's happening this year I'm going to get up and turn the water off for 1 hr about 4am on one of those cold mornings... We'll see who complains about frozen pipes!
