In PA the trailer is required to be inspected each year. That means some kook will remove a wheel and brake drum from each side. Then they will be reinstalled with contaminated grease, a damaged grease seal, the wrong size cotter pin and incorrect adjustment. To top it off, the spindle cap will be hammered and the wheel lugs will be too loose or stripped. Jacking will be done on the axle tube with no consideration about bending. Brake magnets will not be tested and you leave $30 poorer feeling safe.
Yes, I have had all of the above and a whole lot more. Yes, I have tried numerous inspection stations with similar results.
So I have to inspect the brakes before taking the trailer in so they don't sell me stuff I don't need. Then they screw it up. Last, I need to pull everything apart and start over before putting it back in service.
Trailers have crude brakes and cheap wheel bearings but I believe that most of the failures come from what you read above.
