When will it end

With fuel prices low for the foreseeable future, the focus will be to continue to reduce emissions and emissions reduction is the biggest contributor to reduced fuel economy and not the increase in power. With the EPA slapping a couple of manufactures with some serious financial penalties for cheating on emissions, I can assure you that emissions compliance is the big thing for these manufactures and not necessarily fuel economy.

I will say my 6.7PSD has both a power increase and a fuel economy increase compared to my 6.0PSD which has been a win-win for me, but I still would accept more power. 475HP and 1,000ft/lbs would be the ticket. :B
