Not necessarily. An engines stroke length and cam profile has a lot to do with when it reaches peak torque as well. The old Ford I6 300(4.9L) made peak torque at 1,600 rpms and later models did at 2,000 spm due to it's almost 4 inch stroke. Truck variants of the Chevy 350(5.7L) made peak torque at 2,400 rpm due to their cam profile.
Naturally aspirated under square bored engines has a lot to do with it as well.
