I don't need to hook it to anything... because we don't need it here in Ontario so my trailer didn't come with a breakaway. It has been on my to-do list to install, my last trailer had it.
On that trailer, I had it weaved thru one of the safety chains and then hooked it to the underside of the bumper with a carabiner.
