I also use the D-RING mounted to the rear bumper/frame area. It has to be mounted to the truck so it will be PULLED OUT in the event the trailer becomes disconnected going down the DOT PUBLIC ROADS...
My D-RING is actually mounted in the hole part of the hitch where the SAFETY CHAINS are connected. This is a permanently mounted hitch assy to my bumper frame...
I guess the theory is if the BUMPER gets pulled off it should be mounted so the break-away disconnect works to activate your trailer brakes... ??? You would think the crisscross connection point the SAFETY CHAINS connect to would be the correct place to use???
My hookup looks much like this google image except I use the D-RING in the slot where the break-away cable loop is shown here......

ADDED NOTE: I like using the D-RING as it is spring loaded for getting my BREAK-AWAY cable loop into the ring...
