Where would i install a tow package . u haul ?

i called u haul and they said that they could fir me with the following for ~500$ class 3 hitch receiver (going to tow a popup with a minivan) a break controller quick connect lights TF cooler ...

If you will need a additional transmission cooler or not kinda depends on the tow vehicle. Some will require it and you can melt down the transmission without additional cooling, while many heavy duty tow vehicles already have a great cooling system factory installed.
