realter,
"What do they mean by registration?"
It's basically buying a new license or tags (stick on year color coded tags that show you have re-registered or paid the fee to use the roads etc to travel with the item for the present year time period). Registration of a TC, where required, is usually along the same lines as yearly etc re-registeriing a vehicle as in paying the fee or tax to use it on the roads and is reciprocal for usage in the other 49 states for traveling in but not if changing your residence to.
Some states use birthday dates of the owner as the yearly time period of re-registration. Some states use the date of first registration as the yearly date of renewal. Some states have a one time registration for as long as you own the non-motorized TC or RV or trailer etc. Some states do not require any registration at all or just a title of ownership. To apply for a title you must show that you have a bill of sale and paid the sales tax on the TC to the state you reside in with very few exceptions. Such as states with no sales tax or having purchased it from a direct family member.
Varies greatly and ONE has to be sure they know the law and requirements in the state they live in when buying a TC or RV and/or using it on the roads and if insurance etc is also required.
