Basically not true.
Individual states have different laws and different cases in different Federal Court Districts may influence Court decisions.
However, as a general rule, in a casualty case, each loss stands alone. Your house catches fire, and that fire spreads to another house. The first house on fire is responsible for their loss, and any subsequent loss from the original fire is then responsible for their loss. The first loss is not responsible for other losses.
