The payload is only limited due to DOT and EPA truck class regulations. However, both an 07 3500 CTD and an 13+ 2500 CTD would be over payload towing a 14k fiver with a 3k tongue weight plus passengers and gear.

Rear GAWR: 6,200 lbs

GVWR: 10,000 lbs------ 100 lbs less due to being in Class 2b with a max GVWR of 10k
Base Weight: 7,818 lbs------ 775 lbs heavier
Total GAWR: 12,500 lbs ------ 1,100 lbs more
Payload: 2,180 lbs------ 830 lbs less
Front Base Wt: 4,849 lbs------ 520 lbs heavier
Front GAWR: 6,000 lbs------ 800 lbs more
Rear Base Wt: 2,969 lbs------ 255 lbs heavier
Rear GAWR: 6,500 lbs------ 300 lbs more
The new 2500's are about 775 heavier than an 07 3500, but most of that weight is over the front axle and the new 2500's have higher GAWR's to more than compensate the extra weight along with larger brakes, stronger frame, and exhaust brake if it is a 5.9L 3500. Most current diesel 3/4 ton trucks are payload limited due to class regulations, and not their actual load carrying ability.
