Window Rock Guard, Repainted With New Decal

OK so I am going to be ordering new Prowler decals for the rock guard and need to finds out how to go about cleaning and painting this thing.
It's just the basic old flimsy fiberglass rock guard and it still has the Prowler sticker int he front with the other decals faded out to nothing.
Hwo should I go about prepping this thing for new paint (seems like this fusion paint is what I should use) and also once painted with this will the decal stick correctly?
It's gonna take ab out a month for the decal to be made with my custom color and arrive so I want to do what I need to do to this thing prior and have it ready once it arrives.
Any walk-throughs I can get on this would be greatly appreciated. :)
