I have used the Krylon Fusion paint on just about all the plastic pieces on the exterior of my trailer. I did the frames around the door windows, the stove vent, lighted door handle mounts, elec covers, etc.
I found it very easy to use and covered well. Like any canned spray paint, you need to be careful to avoid runs. I dries very quickly and 2nd coats can be done in just a few minutes.
If possible, I would remove that panel from the frame and spay it while laying flat. If not removable, then carefully mask the frame and remove it from the front of the trailer so you can paint it laying flat. This is to avoid runs.
I think you will find that the paint will cover everything well and will supply a nice, smooth, shiny surface which will take the new decals well.
