I would spray a very thin coat on the decal and let it dry. Then go over it with heavier coats allowing it to dry well in between coats.
I think your question about preparation will be answered by clinking on the "surface preparation" link on this page.
As far as the decals goes, I would think they would stick fine as the surface usually comes out smooth and shiny but I would call/write/e-mail the company to find out for sure.
