If you leave the original decal and your new one is a different size, the old decal will still be seen, ever so slightly. 3M company makes a flip wheel for removing decals, they are available at auto parts stores. Scuff the surface to be painted with an abrasive pad and then clean off all the residue. I like to use a TSP substitute for prepping wood, fiberglass, and painted metal. It removes any surface oxidation so allows for better bond.
You could forgo all of this by getting a piece of vinyl clad aluminum. The aluminum sheet won't rust or yellow and won't disintegrate like fiberglass after 20 years.
