Well its now done ... used the Krylon Fusion flat white for a couple base coats and the gloss white for the finish. I turned the rock guard around to the back side since it was still descent and not all faded rough fiberglass. I painted the both sides (to cover up the original stuff.
After finishing the painting I cleaned to get the white residue and get a nice smooth finish and applied a decal I purchased on eBay for $76.
Just made sure i had it lined up and measured out perfectly and laid down the vinyl decal.
Put the rock guard back in with a new back seal and re-installed the back frame and tape and this was the finished product.
Thanks for the help guys and the suggestions on products to use to finish this.
