Yes, there are,were TTs  built to easily live in through a winter in Tennessee. The trouble I see is that to find a suitable rig capable of doing so, within budget, could have aging troubles such as fridge, furnace, etc. that could  save or  cost your friends son. 
In an apartment rental, all of his costs will be known, but without residual value in resale of the camper.
I'd take a chance on the RV IF he is handy, as well as scholarly.
Rv ownership living for a student can be a big saving for the astute. They must pull the wrenches,valves, get it right to make it a comfortable home.
Living in an RV in inclement weather requires proaction from the camp, and the guest.
