Those drain lines are most likely either the low point drains or fresh water tank drain. I have never seen a water heater drain other than the normal large plug on the outside of it. If you removed that plug and nothing came out then you are ok. No need to get every drop out.

Since I don't blow the lines out, how does one make sure the black tank rinsing system is clear? How would one push the antifreeze through it?
