According to Ram's Director of Truck Engineering, it is just a power hop damper to limit windup and power hop which is more susceptible in some 4x4 vehicles.

So not all models get it, but we put it on those that needed it."Even though this is not a Ra(or even a truck), this video explains what it is fairly well. Notice there are no axles on the vehicle to even have axle wrap, yet it has power hop/wheel hop. A lot of people mistake this hop for axle wrap.
