No, it's likely. It has a different number of lugs on the wheels (7 vs 6), possibly the leaf springs are mounted differently (it does come with heavier springs) but a lot of it is just marketing. The shafts have a different part number (see lug comment), the axles do not. It's been beat to death on the F150 forums. People are not burning up differentials because they don't have a 'fake' half ton. It's the same axle.
You are incorrect. The 2015 HD axle doesn't have 7 lugs anymore, they are 6 lugs across the entire F-150 line.
The complete axle comes pre-assembled from a vendor, If the 2014 axles had the same P/N between the 7 lug and 6 lug, how on earth would manufacturing know which axle assembly to install? You'd end up with trucks rolling off the line with 6 lug front axle and 7 lug rear axles.
