Many , many everyday ST tires have a speed rating in the 80 MPH range ,look it up !

As asked, what model tires do are you looking at??? Can you post a link to the tire?
I ask because last Fall I spoke with a gentleman at Carlisle for some time, about the RH's, the speed rating of them, weight rating, etc..... In the 15" tires he told me they were originally rated for 87mph, but due to a tariff the gov't was placing/ placed on the 15" imported tires they have been reduced to 81mph which sounded like a "paper change only" the way he said it.... The 16" have a rating of 75mph, 14" I think we're the same as the 15", but don't recall exactly. But never did a rating anywhere close to 100mph come up in the conversation. Unless it's a recent change to their rating????
You must have missed my post or two in the Fall concerning this. It seems some st tires are now rated higher, Carlisle and Maxxis being one of them.
Another thing that I was told is Carlisle has a new tire they are suppose to be releasing this Spring. The new tire will have similar speed and weight ratings, but a lower rolling resistance, new tread design for channeling water, etc. Cost is suppose to be similar from what was mentioned....
