I received my 10 year permit about December 1, 2005 and still have the same unit. This was the first general 10-year TIP offered if memory serves. Another RV'er I know got papers for a 10 year permit 2 or 3 years before, following a mix-up with the VIM numbers in his unit, dealt with by contacting the manufacturer. He never got a window decal to go with the paperwork and this one will have expired, who know what will the ramifications be if he still has the RV.
I still have a couple more possible entries with this original 10-year permit. I had planned on turning it in, back in March, but found I was in the wrong place to do so.
I am not crystal clear on the Mexican government's intent concerning vehicle's left too long in Mexico. I have heard that vehicles that should have current TIP's but do not, found in the country are subject to seizure. If you bring in another vehicle to replace one that "should have" come out with you at another time (and had a TIP) it will be deemed to have been sold, thus you will need to pay duty. That ruling apparently also applies to a vehicle that had been stolen from you while you were in Mexico; there is no distinction between a sale or having had it stolen.
